    The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, sets EU-wide rules to reduce packaging waste, improve recyclability, support reuse, and increase recycled content. It replaces the Packaging and Packaging Waste Directive (94/62/EC) and applies directly in all EU member states.

  • When does PPWR apply?

    PPWR entered into force on Feb. 11, 2025, and applies generally from Aug. 12, 2026. Further requirements — including labeling (2028), recyclability grades and recycled content minimums (2030), and recyclable-at-scale rules (2035) — phase in through 2040.

  • Who does PPWR affect?

    PPWR affects all economic operators placing packaging or packaged products on the EU market, including manufacturers, importers, distributors, and fulfilment service providers, regardless of where the packaging is produced.

  • Does PPWR restrict PFAS in packaging?

    Yes. From Aug. 12, 2026, food-contact packaging containing per- and polyfluoroalkyl substances (PFAS) above defined concentration limits cannot be placed on the EU market.
