What is the Conflict Minerals Reporting Template?
The Conflict Minerals Reporting Template (CMRT) is a free, standardized spreadsheet from the Responsible Minerals Initiative (RMI). Suppliers use it to tell customers whether their products contain tin, tantalum, tungsten, or gold (3TG), and which smelters and refiners process those minerals.
Companies use CMRT data to support due diligence and disclosure under Section 1502 of the U.S. Dodd-Frank Act and the EU Conflict Minerals Regulation (EU) 2017/821.
The hard part isn’t the template. It’s getting accurate CMRTs back from hundreds of suppliers every year, checking each smelter, and rolling that data up to your products. 3E Exchange handles each step, so your team spends less time chasing files and more time building supply chain transparency.
Collect complete CMRTs from every supplier
Send the pre-built CMRT survey in 3E Exchange to every in-scope supplier in minutes. Suppliers open a secure web link and respond without an Exchange login. If they already have a completed CMRT, they upload it, and the supplier document processor in 3E Exchange maps the file into the survey’s CMRT fields.

Verify smelters and determine conflict status
3E Exchange checks every reported smelter against the known smelter list, which 3E updates continuously. A smelter counts as RMAP-conformant when the list shows a conformant status under the RMI’s Responsible Minerals Assurance Process. Exchange flags smelters that are active (assessment in progress), not RMAP-conformant, or not on the list.
Each product and material then receives a 3E Exchange conflict status, so you can see which products need attention and which suppliers to follow up with.
Report conflict minerals data with confidence
Build CMRT reports at the scope your customers and regulators ask for: company-wide, product-specific, or user-defined. 3E Exchange handles deduplication, so you don’t reconcile spreadsheets by hand before you share a report.
Responses stay in one place for next year’s campaign. Suppliers can reuse their data through a 3E Digital Product Passport, and survey senders can download an audit log that records what the supplier document processor extracted from each file, with a confidence score for each field. Auditors and internal reviewers get a clear trail from source document to reported answer.

CMRT compliance FAQs
-
Who needs to complete a Conflict Minerals Reporting Template?
Any supplier whose products contain tin, tantalum, tungsten, or gold may receive a CMRT request from its customers. Companies that file with the U.S. SEC rely on supplier CMRTs to support their Dodd-Frank Section 1502 disclosure, and many other manufacturers request CMRTs to meet customer and responsible sourcing expectations.
-
What regulations drive conflict minerals reporting with the CMRT?
Two rules drive most CMRT requests. Dodd-Frank Section 1502 requires SEC-reporting companies to disclose whether 3TG in their products came from the Democratic Republic of the Congo or an adjoining country. Regulation (EU) 2017/821 requires EU importers of 3TG above set volume thresholds to carry out supply chain due diligence.
-
When is the CMRT deadline for conflict minerals reporting?
SEC-reporting companies file their annual conflict minerals disclosure on Form SD by May 31, or the next business day when May 31 falls on a weekend or holiday, covering the prior calendar year. To meet that date, 3E recommends planning your CMRT campaign in November and December and starting supplier outreach in January, once suppliers have closed out their reporting year.
-
How often does the Conflict Minerals Reporting Template change?
The RMI updates the CMRT periodically and typically releases new versions in the spring. 3E Exchange supports the current CMRT template available when your campaign launches and maintains compatibility with supported prior versions, so a template update doesn’t hold up your supplier outreach.
-
What does RMAP-conformant mean for CMRT smelters?
An RMAP-conformant smelter or refiner has completed an independent assessment under the RMI’s Responsible Minerals Assurance Process and meets its responsible sourcing standard. In 3E Exchange, a smelter counts as RMAP-conformant when it appears on the known smelter list with a conformant status.
