Digital Product Passports: The Foundation of a New Product Data Economy

On 30 May 2022 the Russian Federal Agency for Technical Regulation and Metrology (Rosstandart) revoked GOST R 58473-2019, GOST R 58474-2019, and GOST R 58475-2019. These national implementation standards for the 7th revised edition of the United Nations Globally Harmonized System (GHS) were revoked a day before their enforcement and never had any effect on the Russian chemical regulatory framework.

3E Review

According to the Commonwealth of Independent States Center (CIS Center), the Rosstandart published Decree 424, which revoked the following Russian national standards:

  • GOST R 58473-2019 Hazard Classification of Chemical Products. General Requirements
  • GOST R 58474-2019 Warning Labeling of Chemical Products. General Requirements
  • GOST R 58475-2019 Safety Data Sheet for Chemical Products. General Requirements

These three national standards were supposed to be enforced on 1 June 2022, but Rosstandard revoked them a day before the enforcement date. They were revoked to avoid duplication with the following already adopted, but not published, CIS standards for implementation of the 7th revised edition of the GHS:

  • GOST 32419-2022 Hazard Classification of Chemical Products. General Requirements
  • GOST 30333-2022 Safety Data Sheet for Chemical Products. General Requirements
  • GOST 31340-2022 Warning Labeling of Chemical Products. General Requirements

With the upcoming new CIS standards, Russia and the other Eurasian Economic Union (EAEU) member states will implement the 7th revised edition of GHS.

3E Analysis

With the revocation of GOST R 58473, GOST R 58474, and GOST R 58475, Russia clears the path for the new CIS standards, which will serve a dual purpose: implementation of the United Nations 7th revised edition of the GHS in the EAEU and supporting compliance with the Eurasian REACH (EAEU Technical Regulation on Safety of Chemical Products 041/2017).
