A 16-character code printed on the packaging of detergent, paint, glue, and thousands of other chemical products across Europe has become an increasingly important part of the EU's emergency health-response system, yet few consumers appear to know what it means or why it matters.
The Unique Formula Identifier (UFI) is the mandatory code that connects a hazardous mixture on the market with detailed information submitted to poison centers about its composition, uses, and toxicity. In the event of accidental exposure, the UFI can help medical professionals identify the product involved and determine the appropriate response more quickly.
The concept of UFI grew out of a practical problem: European poison centers previously estimated that they had difficulties with quick and accurate identification of the product that caused the emergency situation found in an estimated 40% of incoming calls. That uncertainty could lead medical professionals to recommend unnecessarily cautious treatment simply because they lacked sufficient information about what a patient had been exposed to.
The EU sought to close that information gap by introducing a harmonized system under its Classification, Labelling, and Packaging Regulation (CLP). Since January 2021, consumers seeking medical advice following exposure to certain hazardous mixtures may be asked to provide the UFI printed on the product label.
The identifier acts as a bridge between the product the consumer used and information available to poison centers. That makes the seemingly obscure code particularly important during an emergency. A person calling a poison center may be asked to read the UFI from the packaging, giving specialists another tool to determine whether treatment is necessary and, if so, what response may be appropriate.
Broad Range of Everyday Products
Under the CLP, each related product is subject to poison center notification (PCN), requiring companies to provide harmonized information on mixtures classified for health or physical hazards to appointed bodies in the member states across the EU and European Economic Area. Consumers might encounter UFIs on health or physical hazards of products such as household and specialty cleaners, laundry and dishwasher detergents, paints and coatings, adhesives, fertilizers and pesticides, fuels, printing inks and toners, construction mixtures, and some arts-and-crafts supplies.
The requirement is not, however, generally applied. Certain categories such as cosmetics and pharmaceutical products, fall under separate regulatory frameworks and therefore do not carry UFIs under this system.
Finding the identifier should be relatively straightforward. Although its precise position varies because packaging comes in different shapes and sizes, the UFI should be clearly visible, typically near the product or brand name or alongside hazard information. It may also be printed directly on the packaging or displayed on a sticker.
The UFI itself contains no readily understandable toxicological information for a consumer. Its value comes from what it connects to.
One Code, but a Large Dataset
A submitted PCN dossier can include detailed information on the mixture's composition, classification, and labeling; toxicological properties; product identity; packaging; intended uses; and markets where it is sold. The notification also identifies the trade name shown on the label and allows multiple names to be associated with a mixture where appropriate. The purpose of the UFI is to identify the product and the related dossier.
This structure is also important for companies selling the same formulation through different brands, markets, or product configurations. Multiple product-information documents can be created for the same mixture, including where products have different trade names, UFIs, or market areas.
When a Formula Changes, the UFI Must Follow
For compliance terms, one of the most important issues is what happens when formulation changes.
Not every modification automatically means starting over again. Rules distinguish between updates to notification or the UFI, and if the change is toxicologically significant, negligible, or merely administrative.
Where an update does not trigger the need for a new UFI, the company may only update its existing notification. The point here is that duty holders must ensure that appointed bodies have a valid and up-to-date notification reflecting the mixture actually placed on the market.
This system turns UFI into a product change management issue rather than simply a regulatory filing task.
Mixtures Within Mixtures Complicate the Picture
The UFI becomes particularly important - and potentially more complicated - when one chemical mixture is used as an ingredient in another.
When these mixtures in mixtures (MiMs) are incorporated into a final product and its complete composition is not known to the downstream formulator, the supplier's UFI can become an important element in identifying that input.
The practical consequence is significant for supply chains. A UFI can become an information bridge between upstream and downstream companies without necessarily disclosing the entire commercial formulation directly through ordinary supply-chain documentation.
Another complication arises when a product contains several distinct mixtures.
Testing kits, reagents, and some dishwasher tablets are among examples of multi-component products. In these cases, each distinct mixture must be notified separately and receive its own UFI. A separate multi-component product identifier can then be used to show that those individually notified mixtures belong to the same finished product.
A Small Code With a Large Compliance Footprint
Companies can use the European Chemicals Agency's (ECHA) free online UFI generator, which produces the 16-character identifier from two key inputs: a company identifier and an internal formulation number assigned to the specific mixture. The generator typically displays the UFI in four blocks, such as UFI: XXXX-XXXX-XXXX-XXXX.
Blocks 1 to 3 are formed by using a mathematical combination of the company’s value added tax (VAT) number, or a special company key issued by ECHA, and a numerical formulation number assigned by the manufacturer. This combination ensures that the code is completely unique to that specific company and specific chemical mixture.
The final characters of block 4 act as a mathematical check-sum. The UFI generator algorithm calculates this block automatically to verify that the first 12 characters were entered or transcribed without errors.

A functioning UFI program requires companies to know which mixture is being sold, under which trade names, in which countries, and in which packaging configurations. Therefore, it is important for companies to take the following actions:
- Maintain accurate composition and toxicological information.
- Manage upstream mixtures.
- Track formulation changes.
- Keep legal-entity information consistent.
- Ensure that notifications successfully reach the relevant national bodies.
The UFI therefore sits at the intersection of regulatory affairs, product stewardship, formulation management, labeling, supply-chain communication, and IT. Unlike a static label element, it has a lifecycle. A company may add UFIs through an update, retain an existing one through changes that remain within permitted boundaries, or generate a new one when a significant compositional change creates what the regulatory framework treats as a different mixture.
That is ultimately what gives the UFI its regulatory significance. The code itself may occupy only a few centimeters on a label, but behind it sits a continuously maintained chain of information intended to connect the chemical mixture in someone’s hands with the data authorities need when minutes matter.
